Origin is becoming decisive
Europe is preparing to look at where a product is deemed to originate in public procurement and support programmes. What decides that is not your A.TR but where your production flow stands against the non-preferential origin rules. The two can give different answers.

European buyers no longer ask only about price and lead time. A supplier who cannot deliver the data raises the buyer's costs and drops off the list at the next contract cycle. The same data is now being asked for under Türkiye's own emissions trading system.

The Machinery Regulation applies from 20 January 2027 with no transition period; general product safety rules have applied since December 2024. A product that cannot pass this gate never reaches the origin and carbon discussion at all.

When NAFTA entered into force in 1994, Mexico stood in a position much like Türkiye's today. Its exports quadrupled in fourteen years. When the rules tightened in 2020, unprepared suppliers were cut out of the chain — and getting back in took two to four years. What Mexico experienced over a decade is compressed into three to five years for Türkiye.
