What is Made in EU? And why does it matter to Turkish industry?
"Made in EU" is not a brand; it is a legal status. The European Union is preparing to look at where a product is deemed to originate and how it was produced in public procurement and support programmes. Part of this framework is in force; part is still under negotiation.
The preparation window is three to five years. And its defining feature is this: preparation can be done before the rules are settled — it cannot be done afterwards.
Three Concepts, Three Different Answers
The sentence we hear most often from Turkish manufacturers is: "We have an A.TR, so our product counts as EU." It does not — and the misconception is expensive.
An A.TR is a movement certificate. It shows that goods circulate freely under the Customs Union. It does not prove origin.
A EUR.1 proves preferential origin. It is used for tariff advantage under preferential trade agreements.
Non-preferential origin determines a product's actual origin under the general rules. Made in EU thresholds, trade defence measures and many public procurement rules look at this concept.
The three can give different answers. A product can circulate through customs without issue and still be treated as third-country originating under the origin rules. Any preparation made without seeing this distinction remains incomplete.
