What is it?
The European Union does not test a product itself before admitting it. It tells the manufacturer: find out which rules apply to your product, prove in a technical file how you meet them, sign the result in a declaration of conformity. This is known as the New Approach.
This work answers that first question product family by product family: which rules are you subject to? A single product can fall under five separate pieces of legislation at once — a connected food processing machine can be subject to the machinery, electromagnetic compatibility, low voltage, radio equipment and cyber resilience regimes simultaneously.
Why is it necessary?
The most common error among Turkish manufacturers is the phrase "we have a CE certificate". CE is not a certificate; it is a declaration signed by the manufacturer. A laboratory test report or a consultant's "CE certificate" is not what is requested at customs or in an inspection; what is requested is the technical file and the EU declaration of conformity.
The second common error is working from a single directive and failing to see overlapping legislation. Every file that starts incomplete has to be rebuilt later — at several times the cost of doing it correctly from the outset.
