CBAM Preliminary Review

CBAM — Preliminary Review, Scope and Risk Score

Which of your products fall within scope, which buyer will request data from you, and what is the five-year cost of working with default values? The entry service of the carbon track.

Promise

We determine which of your products fall within the carbon border mechanism at CN code level, show in advance which buyer will request data, and quantify the five-year cost of working with default values.

What is it?

The definitive period began on 1 January 2026. The critical and frequently missed fact is this: the obligation sits with the authorised declarant in the European Union. The Turkish producer has no direct obligation.

However, a producer unable to supply data causes its buyer to fall back on default values and to incur higher costs. This work sets out that cost, and your position, in figures.

Why is it necessary?

Data for the 2026 calendar year cannot be produced retrospectively if it is not being collected today. Every month lost increases the risk that your buyer falls back on default values in the first declaration period.

"Let us wait, some flexibility will emerge" is an asymmetric risk: if flexibility does emerge, the data infrastructure you built still serves buyer requests and national obligations; if it does not, the lost data year does not come back.

What do we promise?

  • We identify your in-scope products at eight-digit CN code level, with reference to the Annex I list
  • We show in advance which EU buyer exceeds the threshold, at what volume, and who will request data
  • We score your data maturity across five axes and list the missing infrastructure
  • We calculate the five-year cumulative cost of working with default values and how far real data reduces it
  • We provide a 90-day data set-up plan with owners and dates

Who is it for?

Producers exporting iron and steel, aluminium, cement, fertilisers, electricity and hydrogen to the EU; and downstream companies using these as inputs that have received data requests from their buyers.

How do we work?

  1. 1Product–CN mapping and scope determination
  2. 2EU buyer and volume analysis; threshold status
  3. 3Data maturity screening across five axes
  4. 4Cost modelling (2026–2030 curve)
  5. 5Risk score and classification
  6. 690-day data set-up plan
